If you call 911 in Winnipeg, you'll get the Winnipeg emergency dispatch centre. You get routed to the Winnipeg centre because the 911 routing centre knows you are in Winnipeg and directs the call to the dispatch centre nearest to you.&lt;/p&gt;&lt;p&gt;With VoIP, your IP address alone isn't enough to identify your location. There was a case a few years ago where a person had a VoIP landline in Ontario, and then moved the service (and billing address) to another province. They didn't update their 911 info in the file, so when they called 911, a dispatch centre in Ontario took the call, routed the ambulance to the wrong address, and it took 20+ minutes to figure out the mistake. Skype probably doesn't want this liability.
